Rogue AA - Lethality Advantage

1) Rogue
2) Lethality Advantage 2/3
3) After upgrading the AA to the second rank, the buff that it provides did not change.  It's still the same 8% skill damage that the first rank was (screenshot provided). Is this effect supposed to increase? If not, what is the benefit of increasing the rank of the AA?

Update: After buying rank 3 of this AA the Lethality buff is exactly the same as the other two ranks.  I'm not sure what the benefit of increasing the ranks is at this point.
