I didn't test rank 1 of singing mastery but it seemed like it wasn't working. When I took rank 2 I checked to see if the resists given by Psalm of Mystic Shielding increased and they did not which suggests that currently Singing Mastery doesn't increase your base singing modifier (I believe the live numbers are +20%/+40%/+60%) which essentially means it does nothing.

I can confirm same story for me. Also the delve instruments dont work (atleast the drums didnt for me) which may or may not be a related issue?
