Mob regen rates vs newbies?

Mob regen rates are a little rough as a newbie. Several times I have been fighting something and it has started to run, and it out-regens my ability to damage it for a bit so we have to play cat and mouse for a while, or in one instance, I was oom against a yellow-con, it was running, healed enough to stop running, turned around, fought more, and killed me. If possible, is there a way to adjust regen rates on lvl 1-10 mobs or so?

Very few mobs have a regen rate of even 1. And mobs fleeing while regening is an age old EQ problem.

I am not unfamiliar with mobs doing a bit of regen while running, but it seems mobs are regenerating several % per tick while in combat, like 3-5%, which is not normal unless you are Venril Sathir. This holds true even as you level, the regeneration rate stays proportionate.

Example- I just killed "A greater Skeleton" in Befallen, which has approximately 250hp. It regen'd at a rate of 4% per tick, which means he is regaining roughly 10hp per tick. That definitely feels out of the norm.

Not disputing your point of mobs regenerating, particularly while running away.  Just want to point out that we didn't add any extra regen to the mobs you specified.  We also haven't added any regen to any other mobs that people are mentioning in this context.

What we *have* added regen to are mobs in 6-man zones, meant for level 50+ players, as well as certain raid encounters.

I'm not sure how we could address the concern raised here, as we're using the same code for this mechanic as 90% of the other EMU servers.  I'm really just baffled how ours could be that different without us having done something to cause it to be so.

Definitely open to suggestions though, if anyone is aware of other servers having this issue and how they resolved it.

I think the issue is tied to the out-of-combat indicator. I've noticed on this server, your out-of-combat indicator always shows you not being in combat. Is it possible it's set the same way for mobs, so we are fighting them with their out-of-combat regen instead of their normal in-combat regen?

Upon further testing, i am now 100% sure that the increase in mob regen is tied to out-of-combat indicator. While mobs, regardless of level, normally regen 4% or so per tick, making it difficult to out-damage them, a single negative spell will remove that regen. Malo, any DoT, etc. So easy enough to work around, assuming you are a class or a 2-box that's capable of debuffing.

Tested on a Crazed Goblin in Highkeep, who was red to my 26 Paladin at the time. Could barely keep up with regen until my Shaman landed a Malo, then the mob's HP started shredding.

This may be true, as I’ve noticed that the indicator doesn’t change while I’m in combat, allowing for meditating which is sweet for my box shaman, but I think an unforeseen consequence is that mobs are regenerating as though they are unengaged even when they are.

this doesnt appear to be the case at mid/higher levels so you may be victim is just low dps at the lower levels so race regen is happening

I was seeing the same behavior on lvl 30-ish mobs.  Granted, at that level with the gear I had, the regen wasn't too bad to deal with, but it is most definitely there.  The mobs appear to retain OOC regen even while in combat, until a debuff with some duration is placed on them.
